Mr Caldwell replaced former Liberal minister Stuart Robert, who resigned from federal parliament in May.
The former councillor won the Fadden by-election earlier this month, with the coalition recording a more than two per cent swing, two-party preferred.
Mr Caldwell had previously served on the Gold Coast Council since 2012.
